Coordinator

Manuel holds a Master’s Degree in Economic Sciences from the University of Alabama (USA), a Post-Graduate Degree from the University of Colorado-Boulder (USA) and a Bachelor’s Degree in Economy and Planning, with a concentration in Cybernetic Economy along with a Master’s Degree in Planning from Karkov University (Ex-USSR). He has spent his career in planning, developing, implementing and monitoring public policies and development programs, focusing on Public Finance Management. He was part of the Ministry of Finance from 1990 to 1999 and then joined the World Bank as a consultant until 2001 when he became the Director of National Planning of Cape Verde until 2009. Economic Advisor
Alcidia holds a Bachelor's Degree in Portuguese and English from the Fluminense Federal University and a post-graduation in International Trade from Cândido Mendes University. She began her professional career in 2003 in the General Directorate of Trade and from 2004 to 2007 she was Advisor to the Minister of Economy, Growth and Competitiveness. She became Director General of Trade in 2008 and Director of Investor Relations with SDTIBM in the end of 2009. Currently, she is an Economic Consultant in the Centro de POlíticas Estratégicas, a department of the Office of the Prime Minister. She is fluent in English and is guided by basic principals in ethics and respect for herself and others. 
Financial Coordinator
Andre holds a Bachelor's Degree in Economy,with a concentration in Management and Finance from the National University of Cote D'Ivoire. He began his professional Career in 1996 in the National Audit Office of Cape Verde; From 1997 to 2002 he was an accountant for the Reform and Capacity Building in the Public Financial Sector Project, financed by the World Bank. From 2002 to 2007, he was an Accountant in the UNDP and then became responsible for the Travel Services of the United Nations Office of Cape Verde. In 2007 he was the Financial Director of Ecobank and from 2008 to 2010 he became an Accountant in the Growth and Competitiveness Project financed by the World Bank. Since January 2011, he is the Financial Coordinator in the Centro de Politicas Estratégicas in the Office of the Prime Minister. He is fluent in French and is guided by seriousness and respect for himself and others. 
Economic Advisor
Lucineida is passionate about economic development and poverty reduction. Between 2004 and 2009, she pursued a degree in History from Yale University and worked in Cape Verde, China and the United States in a variety of roles at the intersection of business, finance and international relations. From 2010 to August 2013, she was the Director of Monitoring and Remediation at Estrategos Consultores, where she led a team of portfolio managers in providing technical assistance to the entire portfolio of grants and investments financed by USADF in Cape Verde. She provided financial and programmatic assistance, along with training, to over 20 SMEs and community associations to help them solve market failures, launch new products and services, create jobs, and improve quality of life. Head of Human Resources and Administration
Liziane Mariano, holds a Bachelor's Degree from PUC-SP Pontifícia Universidade Católica de São Paulo from 2006. She began her professional career in 2007 in the Human Resources and Administration domain. Through very specific trainings, she has specialized in her expertise area. She has worked for some of the most well-known national companies. 
Chauffeur / Logistics
João's training and education come from his military service from 1994 to 1996 and he also holds driving licenses both in slight and defensive driving. He has a vast experience as a Chauffeur and has worked with the Japanese Cooperation in Cabo Verde, with private companies, and in the General Directorate of Planning. He is currently a student in the Escola Secundária Claridade Terra Branca and a Chauffeur and Messenger with the CPE, a role he has had since 2009.  
Consultant in Population Policies and Institutional Development
Manuel holds a Bachelor's Degree in Space Sociology from A. At Lumière II University in Lyon, France. He has been an immigrant, a public servant, a diplomat and a mayor, but became a consultant in 1991 covering questions regarding institutional development and the environment, particularly while working to define Cape Verde's "Protected Areas." He has also worked on policies related to fighting poverty, investment and local development, and has coordinated the training activities of the Training Center in S. Jorge (INIDA). He is currently a Consultant in Population Policies and Institutional Development in the Centro de Politicas Estratégicas.  He is fluent in French and is guided by basic principals such as loyalty and ethics, as well as mutual respect.
